National Health and Family Planning Commission of PRC has been earnestly implementing the significant decision deployment of" One Belt One Road" under joint development of the Party Central Committee and the State Council, which released the Three-year Embodiment on Promoting the "One Belt One Road" Health Exchange and Cooperation (2015~2017) (hereinafter referred to as "Embodiment") in 2015, striving to create the "Healthy Silk Road", with initial results achieved.

China has made the "One Belt One Road" health cooperation with the World Health Organization, and has signed the Memorandum of Understanding on the "One Belt One Road" Health Cooperation between the Government of the People's Republic of China and the World Health Organization, with milestone significance on the cooperation between both parties in improving the health level of countries along the Silk Road; it has consolidated the health cooperation under the multilateral mechanisms of cooperation between China - Central and Eastern European Countries (CEEC), Shanghai Cooperation Organization, China - ASEAN, Lantsang - Mekong, APEC and BRICS, and has built the regional multilateral ministerial dialogue platform of China - ASEAN Health Cooperation Forum, Sino - Arabic Health Cooperation Forum and China - CEEC Health Cooperation Forum, consolidating the high-rise dialogue platform.

China has participated in the Sino-Russian, Sino-Indonesia, Sino - South Africa high-level people-to-people exchanges and the Sino-Israel innovation mechanisms to deepen the bilateral health cooperation with the "One Belt One Road" pivot countries, and to strengthen the health policy dialogue and cooperation by virtue of the Sino-US, Sino-UK, Sino-France and Sino-Germany high-level culture, strategic economy or government negotiation mechanisms.

Along with the constant improvement of multilateral and bilateral health cooperation mechanisms and the flourishing of cooperation situation, the "One Belt One Road" health cooperation strategic layout has been initially shaped, consolidating the safety and public opinion foundation for escorting the "One Belt One Road" initiative construction.

In close combination with the "Health China 2030" planning outline, the central and local governments have made initiative planning for tight linkage, with planning, policy and resource investment as the guidance to built the platform, to create the condition and to build the atmosphere, driving the social organizations, think tanks and enterprises to take positive participation in the  "One Belt One Road" health cooperation and to improve the cooperation capacity, forming the national-focused working pattern.

Under the support of relevant ministries and commissions of the central government and the guidance of relevant policies, it supports the China Center for Disease Control and Prevention to build the public health network, supports the China Academy of Medical Sciences to build the medical research partnership, supports the Chinese Hospital Association to build the hospital cooperation alliance, supports the Chinese Medical Association, Personnel Exchange Center of National Health and Family Planning Commission of PRC and other institutions to promote the medical personnel training and exchange, and supports the International Exchange Center of National Health and Family Planning Commission of PRC to promote the health industry cooperation.

Since the first half of the century, China has dispatched the medical teams of cumulatively 24,000 person-times to the "One Belt One Road" countries to perform the cataract surgery and to carry out the maternal and child health project in the diagnosis and treatment of 280 million patient-times, where 51 team members died while on duty, giving assistance in promoting the health development of various countries, highly acclaimed.

In recent years, China has constantly deepened and increasingly expanded the health cooperation and exchange with the "One Belt One Road" countries, and particularly since the release of the Embodiment, it has promoted a batch of early harvest projects with great influence, wide benefit, good effect and good reputation. It has implemented 41 significant projects, particularly in the cooperation in the joint prevention and control of infectious disease in the countries of Greater Mekong Subregion, including cooperation in the prevention and control of echinococcosis, plague and other zoonosises; it has made emergency health cooperation with the World Health Organization, ASEAN countries, Russia and Israel; it has made cooperation with the countries along the Silk Road in the health human resource development, and has cumulatively cultured more than 1200 public health management and disease prevention and control personnel by cooperation with the countries along the Silk Road; it as provided medical and public health layout has been initially shaped, consolidating the safety and public opinion foundation for escorting the "One Belt One Road" initiative construction.
